Tarif Elektrik Naik 7.12 Peratus

  1. PUTRAJAYA - Tarif elektrik akan mengalami kenaikan sebanyak 7.12 peratus berkuat kuasa I Jun ini.
  2. Bagaimanapun ia tidak akan memberi impak ke atas 75 peratus pengguna domestik.
  3. Langkah itu sebahagian daripada proses merasionlisasikan subsidi yang sedang dilaksanakan.
  4. Di bawa keputusan itu, kerajaan  mengumumkan purata tarif elektrik akan dinaikkan sebanyak 2.23 sen kilowatt sejam atau 7.12 peratus kepada 33.54 sen kw sejam daripada 31.31 sen kw sejam.
  5. Laporan Bernama Online menyebut, bagaimanapun langkah berkenaan tidak akan menjejaskan kira-kira 75 peratus penduduk yang menggunakan kurang daripada 300kw sebulan.
  6. Pengumuman berkenaan dibuat pada sidang akhbar bersama oleh Menteri di Jabatan Perdana Menteri Tan Sri Nor Mohamed Yakcop dan Menteri Tenaga, Tenaga Hijau dan Air Datuk Seri Peter Chin.
  7. Mereka berkata kenaikan 7.12 peratus itu disebabkan oleh peningkatan harga gas asli untuk sektor tenaga.
  8. Dalam pada itu, kenyataan media yang dikeluarkan Kementerian Tenaga, Hijau dan Air menyebut harga gas untuk sektor elektrik di Semenanjun daripada RM10.70/MMBtu kepada RM13.70/MMBtu, maka tarif elektrik di Semenanjung perlu disemak semula.
  9. “Berkuat kuasa 1 Jun 2011, kadar purata tarif elektrik akan dinaikkan sebanyak 2.23 sen/kWj atau 7.12 peratus daripada kadar purata semasa 31.31sen/kWj kepada 33.54sen/kWj,” katanya.
  10. Kata kenyataan itu, ia melibatkan dua komponen iaitu kesan penyelarasan harga gas daripada RM10.70/MMBtu kepada RM13.70/MMBtu ke atas tarif elektrik sebanyak 5.12 peratus  atau 1.60sen/kWj dan semakan tarif asas TNB iaitu kenaikan sebanyak 2 peratus atau 0.63sen/kWj daripada kadar purata tarif semasa.
  11. Ketika ini, gas asli merupakan sumber utama penjanaan elektrik di Semenanjung (54.2 peratus), diikuti arang batu (40.2 peratus) manakala selebihnya adalah daripada sumber hidro (5.2 peratus) dan ‘distillate’ (0.4 peratus).
  12. Oleh itu kata kenyataan, berikutan penyelarasan harga gas sebanyak RM3/MMBtu, maka tarif elektrik perlu diselaraskan 5.12 peratus atau 1.60sen/kWj.
  13. Walaupun pada masa sekarang, harga arang batu di pasaran antarabangsa adalah sekitar AS$120/tan, untuk semakan tarif elektrik kali ini, katanya, kerajaan menetapkan harga arang batu untuk sektor elektrik dikekalkan pada harga AS$85/tan sepertimana diguna pakai bagi penyelarasan tarif elektrik pada 1 Mac lalu.
  14. “Selaras dengan usaha kerajaan untuk merasionalisasikan harga tenaga mengikut mekanisme harga pasaran, maka kerajaan telah bersetuju supaya mekanisme pelepasan kos bahan api diguna pakai dalam penetapan tarif elektrik di masa hadapan,” katanya.
  15. Kenyataan itu menambah, kuantum kos bahan api yang akan dilepaskan kepada pengguna adalah dikira berdasarkan pada kos sebenar bahan api iaitu gas dan arang batu bagi tujuan penjanaan untuk tempoh enam bulan.
  16. Mengenai semakan tarif asas TNB, kata kenyataan itu, selain mengambil kira kenaikan harga bahan api, pihak kerajaan telah meluluskan permohonan TNB untuk menyemak semula tarif asas.
  17. Katanya, keputusan telah dibuat supaya tarif asas TNB dinaikkan sebanyak dua peratus.
  18. Malah tambah kenyataan, semakan tarif asas TNB diperlukan bagi membolehkannya menampung peningkatan kos pembekalan elektrik semasa.

Khazanah Frustred By Political Handicap


YB: Jarang sekali Khazanah Holdings mengumumkan kesulitan niaganya dikaitkan dengan dengan tekanan politik Kerajaan Persekutuan. Namun kini ia dinyatakan sedemikian seolah-olah mahu bebas sepenuhnya daripada kongkongan Kerajaan Persekutuan. Spekulasi pula melihat kenyataan itu sebagai satu usaha untuk membebaskan diri daripada sebarang ikatan dengan kerajaan, terutama seandainya Pakatan Rakyat (PR) berupaya mengambil alih Putrajaya.

  1. KUALA LUMPUR — Khazanah Nasional Bhd managing director Tan Sri Azman Mokhtar has admitted to being disappointed by his inability to trim fat from the portfolio he inherited in 2004 due to political interference, the Financial Times reported yesterday.
  2. “We have had our frustrations, and there have been areas, mostly in the regulated sectors such as electricity, automobiles and aviation, where value has stagnated or even declined,” Azman (picture) told the international financial daily.
  3. The Financial Times said that despite scoring a “crushing victory” in a US$3.6 billion (RM10.8 billion) takeover battle with India’s Fortis for Singapore healthcare group Parkway Holdings, Khazanah was still struggling to turn around companies in its legacy portfolio, which includes national car maker Proton and Malaysia Airlines.
  4. “Big questions remain about Khazanah’s ability to deal equally decisively with the rest of its portfolio, not least because of government opposition to radical surgery on any of its significant companies,” the report said.
  5. “Khazanah’s ability to turn round the biggest legacy companies is tightly bound by government limitations on its freedom of manoeuvre.”
  6. It added that the impact of this “political framework” was evident in the detailed financial information released by Khazanah this year, which showed that the value of newer investments grew by an average of over 20 per cent while older investments only grew by five per cent.
  7. The agency, burdened by a complex and potentially conflicting mandate to grow the portfolio, earn significant returns, lead GLC transformation and help Malaysia become a developed country by 2020, had “significantly less firepower” than other wealth funds, the Financial Times pointed out.
  8. The net portfolio value of Singapore’s sovereign wealth fund Temasek at the end of December was US$149 billion compared to Khazanah’s US$24.6 billion.
  9. Tan Teng Boo, chief executive of Kuala Lumpur-based investment adviser Capital Dynamics, told the daily that while there were many “very capable and committed people” in Khazanah, there were just as many political obstacles to real reform.
  10. Although the investment fund’s portfolio showed “some growth”, he faulted politicians who refused to let Khazanah “do what is necessary” for its failure to transform lacklustre GLCs as mandated.
  11. Azman, however, argued that the agency was fulfilling its mandate for the most part, citing a 39 per cent increase in portfolio value last year, with compounded annual growth of 13 per cent from its level of RM33.3 billion when he took over in 2004.
  12. At the same time, the group has sold its 32 per cent stake in Pos Malaysia, reduced holdings in successful companies such as Malaysia Airports Holdings Bhd and strongly encouraged regional expansion by successful portfolio companies like Axiata and CIMB.
  13. “We are in the seventh year of a major transformation programme, and we have achieved a lot in terms of making the GLCs more efficient while also growing the value of our portfolio and playing our part in helping Malaysia to develop,” said Azman, a former UBS and Salomon Smith Barney banker.
  14. “The GLCs have conclusively improved their performance as a result of the management and other changes we have made, with aggregate earnings for the 20 biggest rising by 49 per cent in 2010 to RM17.3 billion and total shareholder returns of 16.4 per cent since 2004.”

Kontroversi Bill Elektrik



YB: Bila subsidi petrol dikurangkan, harga bahanapi naik. Bila rakyat marah, kerajaan kekalkan harga untuk sementara waktu kerana musim mengundi sudah dekat. Bila taukeh pengeluar tenaga elektrik IPP (independant power producers) terkena tempias potongan subsidi petrol, MCA dan DAP mengamuk kerana taukeh IPP adalah keluarga mereka. Mereka dah terbiasa dengan subsidi berbilion ringgit. Mereka nak subsidi yang sama. Kalau subsidi dipotong, mereka akan naikkan harga elektrik pulak. Rakyat jugak yang kena tempiasnya.

KUALA LUMPUR — The growing local Facebook group known as the No Mega Tower (NMT) community is mounting a 24-hour anti-price hike cyber protest from midnight tonight.

Bolstered by past support, the NMT is hoping to ride on rising public anger over Putrajaya’s subsidy cuts and pressure the Najib administration into carrying out what the group called “real reforms” through three methods.

In a statement today, the 296,000-strong cyber community demanded a pay cut for ministers, top civil officers and extend the policy to government-linked companies besides publicly disclosing details over major deals such as with the independent power producers and the controversial MyEmail project.

The Facebook pressure group also wants the government to curb its spending to cut down on waste and corruption and a comprehensive package deal to aid the poor, namely cheaper transport fees.

“We are not opposing economic reforms. We do understand that subsidy needs to be cut eventually,” it said in a statement today.

“We however oppose an ill-thought out subsidy rationalisation programme that would threaten the economic, social and political stability of this country,” it added.

It urged the public to demonstrate their support by changing their social network statuses to the following messages: “Saya Tak Nak Barang Naik! Tak Nak MyEmail! Tak Nak Mega Tower!” or “No price hike! No MyEmail! No Mega Tower!”

The NMT said supporters could also post the messages direct to Prime Minister Datuk Seri Najib Razak’s Facebook page and personal website.

The group, which was founded on October 16 last year to lobby against the RM5 billion Menara Warisan, called on Putrajaya to pledge it will not bail out the unpopular 100-storey mega tower
